Press coverage reports four different quantities interchangeably as “planned satellites”: how many have launched, how many a regulator has licensed, how many have been filed for, and how many have merely been announced. For the same system these differ by an order of magnitude. This registry keeps them apart and requires every number to carry a citation and an evidence grade. One record is one authorisation. The grade of your source is set by its kind and cannot be chosen: filings and regulator orders are primary, everything else is secondary. That is the rule CI enforces, so the form applies it here rather than letting a record fail later.
